The best way is to use the %QUOTESTYLE=.. macro in the associated
template (this should be on a per destination address rather than per
folder basis).

Not entirely. This will only wrap the first paragraph. To wrap all
quotes, you would have to employ one of the recursive macro techniques
to wrap all paragraphs.

I haven't observed that. Then again, I always park (as draft) mail I
don't want to send yet.
