Disregarding a lot of side issues ...

1.60 is definitely an official release. It has been announced, it is
available through RITLab's website (not just through hidden FTP). we
even talked about it the last week extensively.

Since nobody - not just no one with authority, but really nobody -
challenged my short history and in part definition of the 1.60
versions a few days back, it still stands.

I am actually quite astonished to hear so much about "buggy versions".
That is not to say that there aren't any bugs - there definitely are.
But 1.60 is stable and except for some not too common features working
well. Note that I did not use qualifiers such as "quite".

At the moment I hope, RITLabs is working hard on v2 to open the beta
cycle during late spring or early summer. 1.60 should only be worked
on if there are bugs in modules that will resurface in v2. Everything
else would be a waste not just in economic terms.
