You have to have something copied to the clipboard before you use it.
You probably didn't have anything copied to the clipboard. If this is
the case that is why the empty box quote.

I suppose you could, but I prefer using '>' or initials. I find the box
quotes are very handing with a text editor to offset something from the
rest of the body of the email.
