I'm not tied to using :: as delimiters for PCWSmileys. Would people
prefer <> as the delimiter?

I use <grin> and whatnot everywhere except the TB lists The reason I
chose :: was that they were already in the PDSF.MSL. I could easily
change them to <>.

I'll leave the Roguemoticons alone though.
