Yes, this is an ancient bug. I remember our having vainly requested a correction of this bug sometime in 2000 or 2001. Back then our phenomenal ex-moderator, Allie Martin, through a herculean effort managed to persuade Ritlabs to make the position of the preview-window to be remembered between your toggling it on and off. That setting used to return to default, too, back then! (And it still returns to default in current versions if you accidentaly exit TB with the preview window toggled off.)
