There's a very old saying that if the groundhog sees his shadow (that
is, the sun is shining) on February 2, there will be 6 more weeks of
winter weather. Because he will be frightened by his shadow and
retreat into his burrow for another nap. (He's a hibernating, or at
least, a winter-sleeping mammal.)

If the day is overcast or raining, spring is forecast to come early
and no more severe weather will arrive for the human beings looking to
him for guidance. Or for those who share the neighborhood with them. A
consummation devoutly to be wished, in the grip of a continental
winter. :)
