You didnt pay enough attention in the film groundhog day..

The  premise  seems to be the ending of winter and beginning of spring
as far as I can tell, eg, if the ground hog comes up and about on that
day its gonna be mild and stuff, otherwise miserable..

To the rest of us, we rely on good old fashion weather men..
