Yes I can reproduce it. And also I can explain why this happens.

You do not use any character outside us-ascii and the Bat marks this
message's charset as us-ascii when you save that message to draft. You can
check that by viewing message source (F9).

However if you enter any character which is outside us-ascii (let's say äöü)
then charset of that saved message is set as utf-8. And if you reopen that
message all those äöü will be gone.
