So, in case the problem was local to the particular contact with whom I encountered it, I went to another PM folder. Problem remains there, also. Additionally, I decided to do a reply to a message which was only PGP-signed, not encrypted. Bad news. I get this problem replying to a message which is only signed PGP and not encrypted.
