Well, when it happens unexpectedly, you could be startled into
launching the message with only the attachment and lacking what you
meant to say in the message body.

But, what if you forget? Why would you even want the cursor to be in
the Attachments Pane under these circumstances?

You've taken a shortcut for attaching the file and launching a New
Message window.

Now, the cursor is not ready for you to write your message but is
waiting for you to Tab it out of the Attachments Pane.

With this much trouble, I'll just go on being a mouse person. <g>
