He did.

The key word here is "subsequent," in the sense of "coming after
version 3.62.10."

He was saying you would have to restore your userdic.tlx file after
installing .10 because the msi would delete it, in .10.

Then he says that v. 3.62.11 or .12 or whatever they offer you next
will not delete it. Or overwrite it.

This is the way in which the bug is fixed. At least, that's my
understanding of 9Val's words:

successors.

"will leave userdic.tlx  to live forever" I take to mean that from v.
3.62.11 this file will no more be overwritten.
