I don't have a great preference about a draft folder.  What I would like
is a way to periodically save messages in the process of being created
so, if there is a system or program crash while I am in the process of
creating the message, I don't have to start over.  Parking a copy of the
message to the outbox as it is being sent serves no purpose as far as I
can see.  I have outgoing filters to put a copy in a specific place if I
need to do that.

You should not.  What you should do is be thoughtful about how things
should work.  If you have really done that, the virtue will be apparent.
