The goal of Customizer is to allow maximum flexibility for users; if one cannot reassign a hotkey, why implement Customizer at all? Not to mention that the whole interface is very unobvious and hardly suitable for average user... I would suggest to provide Customizer as a stand-alone app, for those users who care about flexibility that much. Anyway, the only thing it outputs is a *.def file, so there's no reason to make this a part of TB! itself.
