yes and no.

typically(!), ANY 'usb-enclosed' hdd outperforms ANY usb flash stick.
flash cards inserted in readers give a slightly different mileage, but
that's a separate story.

now, if you indeed tried both variants, you must have noticed that
windows doesn't even present you the same "optimize for" options
available for a hdd as those for usb sticks and card readers.

on the other hand, if you have enough ram, you can afford "optimize for
performance" for a usb stick or cardreader, and you won't notice any
user-visible difference despite the difference in 'physical' performance
of the devices. (assuming you update your Windows now and then, of course)

these are facts.

now back to our story.

at some point in the discussion, you claimed something concerning power
outage risks with a stick as opposed to a hdd.

i tried to hint you that the only difference in loss of data you'll get
in this case will be determined only by the difference in the speed the
cache gets flushed on a hdd in comparison with the same thing for a stick.

obviously, you missed the hint completely. and started claiming
something about experience...

what experience, man? what are you blabblin' 'bout? ;)
