Thanks to the F9 hint from Peter Meyns (THANK YOU!) I've discovered (by using it on the sent message I created from scratch in TB!) that I was incorrect in what I thought I'd found.
The sent message showed that TB! had indeed included the Content-Disposition header, but it explicitly set all of the images as "attachment" which, as I understand the RFC, means that none of them should be rendered in- line. That message had been created as HTML/Plain text format. So, I tried one with HTML only format instead. This time, TB! didn't use the Content-Disposition headers at all.
