It is a bit tricky to find it at first. Since it only applies to HTML messages with in-line images it is only accessible when you select and view one such a message. Actually, and by default, it should pop up automagically when you select the message. But if it doesn't, you should get 'world with a question mark' icon to the right of the header pane.
