That is interesting.  Spell checker is working and I can access both 
CSAPI and SSCE (as well as Hunspell), but selecting SSCE doesn't 
"stick" between new messages.  It reverts to CSAPI.  Of course, I 
don't know which dictionary is being used!  I assume that the 
standard TB SSCE files in the "Speller" folder are being used, but 
then why is the spellcheck working when the default setting (CSAPI) 
is being used?

In all events, I now have a working spellcheck for US English, but I 
am not sure what is going on with the CSAPI-SSCE choice, which as I 
say, reverts to CSAPI.  Where are the CSAPI spelling files found?  
Part of what program or folder?
