Now, imagine for a second how it should work in environments where .TBB files are share and nobody knows about sets of colour groups on other machines, where people just agreed to use same names for some groups. Another thingy - restore process. I've restored just folders without global settings. Later, I've either restored colour groups or defined some of them (oftenly used). And another thing - it won't be very practical to go through all your message base and set all messages' CG to "NONE" when you delete a group.
