OK, I think I figured out why it does not quote with the blue line for me. I have been using a macro called Quotes2 that reformats the text in the reply somehow (I forget what it does). If I turn that off and just use the quote macro I get this.

Try taking the %WRAPPED=out of your reply template. It will not allow quoting at all here.
