If that is the case, it is a bad design. But then, you posted a message

in HTML without the blue line, and even when I reply to you, there is no 

blue line. What are you doing differently?


I realize that I added to the confusion. I have two accounts, one that is IMAP and the other POP. I subscribe to tbbeta with both accounts for testing purposes. I then tend to answer questions in which ever account I happen to be in at the time.


To answer your question: I am using my POP account this time to answer and you should see the blue line. It uses the following reply template:

It is the quotes2 that breaks the blue line syndrome, which I believe is working as designed, albeit something that many do not care for.

It seems that using any macro other than %Quotes messes with the blue line. Note that either template still uses the HTML format, but the quoted material gets pasted as if it were text.
