It is normal in the sense that it happens to me all the time. The
workaround is to delete the message.html file from the attachments.
The recipient will now see the message with your comments. Don't
worry, even if you use the HTML editor, your full HTML message will
still be intact. You are deleting only the incoming HTML message.

I don't know whether it's a fault in TB! or Outlook. Anyway, if there
is a message.html attachment, Outlook will open only that one and not
your message (text or HTML). And TB! attaches the incoming message as
message.html, so that's why they don't see your comments.
