I also think it is a problem with Outlook, as it displays the wrong
wrong attachment. But I am not sure.

If you send as plaintext, the original message.html will just be an
attachment on the receiving side. If you send as HTML, TB! will give
you a choice which message.html you want to open. If you use PTV by
default (like I do), the correct reply with comments is shown in the
preview.
