As others have remarked.

Personally, it think a simpler term such as "delayed sending" may be
understandable to a larger number of foreign users as compared to "delayed
dispatch" which - I would expect - is the "correct" term in English.

Hold that thought. TB! already uses "mail dispatcher" in its UI.

Hence, "delayed dispatch" gets my vote.
