Why you couldn't?
When I wrote my test antispam plugin, I debug it into Delphi IDE.
Here are my steps:

1. in project options I set output file to E:\Mail\Spam
2. in The Bat! I load plugin from E:\Mail\Spam\TBP_Mandor.tbp
3. in Delphi Run \ Parameters I set host application to D:\Program
   Files\The Bat!\thebat.exe

Then, when I press F9, The Bat! starts and I can debug.
At least, when I set breakpoints in TBP_GetSpamScore function, my
project stops running at email arrival.
