Hmm, it has 4GB of RAM in two 2GB DIMMs, which it has always had.

I tried having a NIC in each of the 3 PCIe slots one at a time. There
has always been a 1394 (firewire) adapter in the system's sole PCI
slot. I tried removing it anyways. None of this affected anything.
Same two error codes. v16, v17, v18 of the SINIT all appear to behave
identically. I've been favoring the 20090330 version of tboot.

I did reset the BIOS to factory defaults. Again, no apparent change.
I've reverted to BIOS v1.27 since that's what I've had on the system
for most of its life.

Hal, if you're out there, what is the BIOS version, memory config, PCI
/ PCIe config, BIOS settings of your dc7800 (or anybody else who has
one that is working)? Perhaps a photo of the system with its lid off?

Thanks for any ideas,
-Jon
