I think Marck has pointed you in the right direction. I may only be
confusing you. :=)

If you wish to use templates for addresses you write to and reply to
very often, it's best to create address book entries and create the
templates there. It avoids annoying problems.
However, you have to use folder templates if you wish to use templates
for new messages or replies to unknown or infrequently used addresses.
Two examples of this are a) providing technical support and b)a folder
containing messages from senders not in your address book.
