It sounds to me like you're describing using TB! as email server
software, which is consistent with the way TB! has been marketed,
but not with my experience and the use I myself have given it, so I
can't address that. Hopefully someone else can.
However, in theory, I can see two ways to go. One involves leaving
the messages on the server and deleting them according to a set time
period, with delete functions for filters that work on strings NOT
present (i.e. all gets deleted except what's for that user).
The other involves resending: One master account receives all mail
first and resends to the rest. According to your scenario, that
could be the check account. The resending is also done by filters
created on that account.
You are apparently describing networked computers, but the above
would work either way (I suppose - I'm not on a network myself).
There are probably other options also.

Only the messages get deleted, according to Options A.
Using TB! as server software is anther option someone else may care
to comment on.
