Actually, rot13 was used on usenet long before there were such things
as email-harvesting bots and internet marketing, or indeed the
"new" internet.

Originally, the major use was to hide offensive language.  I might
read "rot13 is a cvrpr bs fuvg naq bayl na nffubyr would advocate its use!"
On seeing this I am warned to continue on my way if I don't wish to
sully my eyes with profanity/obscenity.  If I wish to see it, I must
take positive action to do so, and have no one to blame but myself.

I do agree that in these degenerate times, when no language is
considered "offensive", the need for rot13 is passing.

Still, if TB! acquires newsreader capabilities, rot13 should be
provided. The implementation is trivial.
