%ISSIGNATURE is used in a Quick Template to denote that the QT is
intended for use as a signature. Consider a QT called sig1. It must
not contain a cut mark. It should contain the text of the intended
signature. It might contain %QINCLUDE statements to bring together
other common components.

Now, while typing a message, type sig1<ctrl-space>. The current
signature (below the cut mark) is removed and the contents of sig1
appear in its place. The cursor doesn't move from the body of the
message.

If a QT called sig2 has %QINCLUDE="sig1" in it, then sig2 inherits the
%ISSIGNATURE status without actually having to specify it.
