No.

It's not a bug, but about how TB defines a paragraph. A paragraph
must be preceded and followed by a blank line.

You must be discriminating about which replies you want wrapped and
which you want un-wrapped - or be prepared to reformat wrapped
formatted text. The rewrap template is an all-or-nothing thing.

Carsten Thonges has published a version of this macro on this list
that only re-wraps long lines. It would retain such formatting. You
may prefer to seek this out and use it instead.
