I just checked - and it's the same in my case too. ct_quotes gets
called, but no output. I entered some text at the beginning and at the
end, and both texts show, but nothing in between.
What's that paragraph mark in the middle of ct_quotes:

...maybe something didn't get sent through e-mail properly?
