Column is useful if you want to cleanup the quote prefixes on a block
of text. You can do all the lines at once. It is also useful if you
want to quickly indent some text. In column mode, select the text, cut
it to the clipboard, place the cursor how far in you want it indented,
then paste. Try it, it can be a real time saver.

I don't personally use Line too much, but I can see it being useful if
you don't like editing *anything* about quoted text.  Some people will
reply in context, but will only quote whole lines.  I don't worry
about that, but I can see there could be valid arguments for that
style.
