This tells me it is a problem with rights when logged in as a limited
user on WinXP Home.

Why don't you try the instructions per

I know nothing of the utility program. I am not a WinXP Home user. If
you have TB installed on a NTFS partition, it seems to me that you have
the same problem I had on WinXP Pro which was a rights problem with the
limited user account. I corrected the rights problem for the limited
user account and the problem went away.

You may be better off in the long run with WinXP Pro. I don't know how
the upgrade works, but if you install over WinXP Pro and previous
settings carried forward you will STILL have to correct the rights
for the limited user account to correct the problem.
