Well, I've been trying something similar recently. I ran The Bat!
1.38e under both Windows NT 4.0, and under Windows 98. I created a
quick template called copy containing only one line:
%BCC="%FromAddress"

Now I added the following line to my new message template
%QINCLUDE="Copy"

Under Win98, whenever I create a new message, the BCC field is filled
in correctly, but under Windows NT, nothing appears in the BCC field.
The line doesn't show up in the message body either, so I'm guessing
the Bat! is analyzing it. I know the quick template itself works under
both OS's, because if I type Copy and then hit ctrl-spacebar, I get
the BCC field filled in properly under both.

It's a bit strange. Any help would be appreciated.
