Incorrect. I challenge you to find the RFC that requires the sig marker
of "dash dash space newline" to precede signatures in either mail or news
postings.
There isn't one. The sig marker is a convention of the culture, not a
die-hard portion of a protocol.
Just as > as a quote marker is a convention, not a protocol.
Just as mixing quotes with new text and trimming is a convention, not a
protocol.
The convention of calling an external editor on a temp file is not a
protocol either, AFAIK. If it is, please, cite the appropriate RFC.
