Neither does TB!. When you look at the header (oops, I meant kludges :-)
of your sent message, you'll see that TB! actually stores only a link to
that file ("X-BAT-FILES:"). However, there is one thing to note: if you
use the menu buttons to attach a file, a copy of that file is stored
into the ATTACH subdirectory of this mail account in your mail
directory. Well, in that case TB! actually stores the attached file as
part of the mail in the sense that the link in the header now points to
the copy in the ATTACH folder.

If you want to avoid this, use drag 'n drop to attach files to your
messages, then nothing gets duplicated on your hard disk. That's BTW
also much faster than using the menu buttons. I mean, attaching a large
message using the menu can take quite a while, this does not happen when
using drag 'n drop.
