That must be a GEDCOM-file.

All genealogy programs have their own ways of storing/organizing data.
GEDCOM is an attempt to standardize transport of genealogy data between
different programs, and is (as far as I know), the only common format
for this purpose today.

You will ned a program like "Family Tree Maker" or "Brothers Keeper"
to open ged-files.
