There are two reasons. One is that it can't and one is that it really
shouldn't.

The fact that it can't stems from the power behind it's showing you, the
sender, *exactly* what the recipient will see provided that their message
viewer will display the longest line of text in your message without
having to wrap. This gives the TB! user great control and confidence that
the recipient will not see things different from what the user saw in the
editor window before hitting 'send'. This is where the wrap text on send
method is really awful. You never *really* see what the recipient see's.

The next reason is one of due consideration and netiquette. It's a lot
easier to read text wrapped at between 60-80 characters than text wrapped
at less or more characters. Even worse, some CLI based clients, message
viewer displays no more than 80 characters per line. Now, here you are
composing a message with an editor that supports window wrapping. Your
compose window is resized at a dimension that's suitable for you. The
message looks pleasing to you and you hit send. When I receive your
message I'll be reading it from a view window that is 110 characters wide.
Your message will be window wrapped at an uncomfortable 110 characters. I
have to resize my view window just to read *your* message comfortably. God
only knows what happens with the console based e-mail clients. I think the
text flows right off the screen.

It's because of this, the reflow text upon send option was created. It's
perhaps the best of both worlds where you get to compose in comfort while
the recipient receives wrapped text. This is however fine, only if the
text is flowed continuously. What happens with tables or your
illustrations? If you ask me, TB! does things the right way and it's one
of the main reasons why I love it so much. After all, one of the main
parts of mail management is to compose mail with optimum quality and
layout for your recipients reading comfort. That's the professional and
considerate way. :-)
