of "Help-Feedback-Bug reports":

There's always sense in sending i bug reports.

The  guys  at RIT have a policy of only replying if a) it is the first
report  of a particular bug or b) they need more information about it.
OTOH,  you  have  a  widget  in  place  that is stripping the "mailer"
x-header  back  and  adding  a  "surprised" keyword. If this widget is
interfering  with  the  licence number that is added by the bug report
template  then  they  would ignore the message anyway (they might take
the  bug report under advisement and fix it, but they wouldn't let the
"unlicensed" reporter know about it).
