I think this problem depends on the server the mail pass through before
you receive it.
As probably you know only the first 127 characters in the ASCII table
are really standard: form 128 to 255 characters depend on the system
or on the language ( e.g. on the us extended ASCII table the code 157
is the yen symbol � that correspond in the latin table to 190).
So when your email pass trough different servers it's possible that
there are problem with the codification.
As ASCII is American Standard, and English doesn't use accented
characters these are out of the plain ASCII table.

In Italy there's no problem using apostrophe after the vocal, like a'
e' u': but I don't know how to solve it for French... sorry.

About typing accented characters you can solve it loading a different
layout for the keyboard and using it for writing the mail: off course
he can not see the right character on the keyboard but within little
time he will learn the right position of any character (he also an use
the printed keyboard layout you can find in the appendix of every old
msdos manual to "map" the character).
I hope my English is enough clear.
