As it turns out, TB! apparently creates that file when it's launched. During
experimentation I deleted or re-named the file, closed TB! and then re-started
TB! The file was always recreated. But I don't think TB! writes to it under
normal circumstances as you'll see.

Because of this problem and another more serious regarding my computer not
seeing my printer and my wife's laptop also not seeing the my printer via WIFI,
I gave up and reverted back to Win 7. For anybody who's interested, the rollback
seemed to go smoothly except I once again had problems with my address book. It
seems to be related to the address book problems I was having about a month ago.
The address book problem is semi-resolved for now but I still have many
questions about what's going on with it. They can wait for now.

Rolling back to Win 7 allowed me to close TB! without any hiccups, proving that
the Win 10 upgrade caused the problem. So, out of curiosity I once again
re-named and/or deleted the file and sure enough, TB! would re-create it every
time TB! was re-started.  But as I say, it looks like the file is there for
information only and once created, is used only for reference by TB!

I very much appreciate your input for it caused me to look at the problem in
such a way that I was able to realize I had to go back to Win 7.
