well, Jamie, i mean none of the following personally
regardless of *where* you reside... <g>

i'm curious as to which country is the base country that
makes all other countries "others"?

also, what does residence have to do with it? would, say, a
Chinese person living in China be excused for having poor
English skills while a Chinese person who had recently
emigrated from China to a predominantly English-speaking
country not be excused?

i'd also remind you that in the United States, at least,
there is *no* national language.

the concept is mildly interesting, although it is quite
possible you'd be filtering out at least *some* people who
were mistakenly determined to be "lame" by your grammatical
and spelling prejudices. some of the most brilliant and
interesting people i've had the pleasure to interact with on
the Internet have had the worst knowledge of the English
language -- for whatever reasons...

of course if you could produce a filter that could filter
out everyone that had nothing better to do besides nitpick
proper English you'd really have something IMHO...
