No idea if you know but there seems to be a cd from MS which is called
proofing tools and it has all supposedly whats needed to write and
spell check loads of languages and Chinese and japanese addons are
part of it.
While it (obviously) expects office 2000 to be present I have had
recently some texts which had been written in explorer (g) and
produced some nice readable  text in Thai and Chinese even if I didnt
have a clue what it meant (g)
