Heh. You had me confused as well, but after reading Stefan's, as
well as your explanation, I came up with this:

If you wish to use a single filter rule to execute a filter
action on a message, residing in any folder, *without* moving the
message, then for the filter rule,

a) designate a keyboard shortcut for the filter rule and also,

b) disable "Check the selected messages against the rule."

Disabling this option allows the rules actions to be applied to
the message without a string search or message move being performed as
well.

Now this I didn't realize and this is a piece of functionality
that many have been asking about and yet it has been implemented for
some time. One can now apply filter actions to messages in multiple
folders with a single rule without the message being moved.

However, there are two limitations to this implementation:

a) the user may wish to apply the rule based on string matching
criteria as well as wishing to use the rule on messages in multiple
folders without moving the messages.

b) You're restricted to using keyboard shortcuts to access it.
