 I'm not sure that it is truly a bug.  I agree that the logic you
presented in an earlier message is better.  However, think about what
TB is doing.  You are telling TB to generate a reply quoting the
selected text.  But you never limited where that selected block could
be located.

 However, I have noticed a bug for a long time that affects the
behaviour here.  When reading a folder with the message list pane in
focus and a new message comes in, it too will be highlighted.  This
makes it easy to have multiple selected messages when you hit Reply.
