Because long lines aren't "really" wrapped in Notepad, meaning
there's no line separation mark (CRLF for DOS/Windows systems) at
the end of each "line" you see in Notepad. Notepad instead use the
CRLF mark to separate paragraphs, in order to wrap according to the
size of the window. Disable "Word Wrap" from the Format menu and
you'll see a long line, exactly like in TB.
TB's message editor, OTOH, is more like a traditional text editor,
where there is a CRLF at the end of each line. Consequently, when
you paste a paragraph from Notepad into TB, it's just one (long)
line to TB.
There's a trade off in each design. You get "wrap by window" with
Notepad, but then you can't have a line longer than the window when
needed. (Things don't always look good when wrapped.)
Personally, I don't think pressing ALT-L is any big deal.
