No multiple addressees, CCs are always in Cc:, so it's not all that difficult.

Cool! My mistake, of course, was that I was assuming that the "Recipient" 
variable would parse the entire headers including the To: and From: 
strings. Seems that only Kludges does this, which actually makes sense when 
you think about it.

This isn't a problem. It will happen so infrequently that manual moving is 
by far the easiest solution.
