If you delete the templates from a folder, close the folders properties
and reopen them, you'll see templates magically reappear. These are the
default templates that you're seeing, the templates defined in the
account properties.

You're assuming that the user will always want to use the same templates
in the child folder as are in the parent folder, when this will certainly
not always be the case.
