For this, your best bet is to create your templates in Quick Templates.
Then your folder and account level templates become simple.  They just
have:

%QInclude="qt handle"

That's fairly easy to type in, and if you change the quick template
all changes propagate to all folders using that quick template. The
other advantage of quick templates is they can be set to be accessible
from multiple accounts.

Speaking of quick templates across accounts, does anyone know how they
work with groups and user only accounts? For example, say I have an
account 'Januk' with only user permissions. I have quick templates in
my administrator account and have "Share with other accounts"
selected.  If I now log into 'Januk' can I still access the quick
templates?  How about with groups?  If I define a group, can I define
quick templates to be used by all accounts *only* within that group?
