Yes, the reply template is generated. The reply template is not a
quotation. :-)

Are you referring to Original Text view pane, that can be closed using
the menu's View -> Original Text toggle switch. That again has nothing
to do with whether or not you're quoting the message.

I, personally, find it useless since hitting F4 without selecting any
text achieves the same thing. If you're in the habit of selecting text
from your message bodies for purposes other than quoting then it may
prove to be useful to you.
